Purpose: The OSC’s Technology Leadership Project program is designed to help accelerate the development and commercialization of innovative, made-in-Canada ocean solutions.
- Key areas of focus in this program include Scaled Ocean Energy, Sustainable Seafood, Future of Transport, Ocean Climate and other areas of growth.
- All Technology Leadership Projects make a 12.75 per cent contribution to innovation ecosystem building activity.
- Within the Technology Leadership Project program, there are two ways to submit project proposals: Core Technology Leadership Program and Call Programs.

Canada’s Ocean Supercluster (OSC): Technology Leadership Program: CORE Program
Company Requirements
- Have a Lead Partner and at least one Project Partner(s) that are entities that meet the definition of “Industry Investing Organizations” and who are or will become an OSC Member before submitting a full proposal; a full proposal.
- Specifically at least two (2) Industry Investing Organizations.
- Demonstrate they are collaborative.
- Demonstrate how Projects are transformative; and the technology capability of the product(s) and/or solution(s) being developed will advance through the life of the Project;
- Demonstrate true Canandian innovation with commercial viability of product(s) and/or solution(s) with a goal of advancing from TRL 3-4 to TRL 7-8 throughout the project;
- Demonstrate projects are distinct from investments that would otherwise have occurred and include a scope of work incremental in size and scope to any existing project underway;
- Demonstrate projects are distinct from previous OSC projects, if applicable;
- Comply with instructions and requirements as detailed in this guidelines document and other documentation posted on the TL Core program webpage, from time to time;
- Have a consortium that recognizes the importance of diversity, equity, and inclusivity, and the value in seeking meaningful collaborations and partnerships with Indigenous Rights Holders and underrepresented communities.
